Thou shalt use a secure repositories. If the local authority has no facilities must have in order to return to the store where you bought it. Probably throw.

Fluorescent tubes are a risk of disappearance, because they contain mercury and a small amount of bismuth. The landfill will be strange not much difference, but it will be different when the government makes us use them all. Like mercury poisoning of the soil and bismuth, the earth will be saved is beyond me - but then the last politician with a science degree is Margaret Thatcher.

It is a business of the bulb of the hill by my house that sells all the possible types of light bulbs. When I replace light bulbs and fluorescent tubes, only the first draw remains its business and dispose of it for me.

In your local waste management and recycling site. They have a special area for disposal. The same applies to all batteries - the general public are aware that they are "hazardous" and should not be lost.
